I get this error every 5-10 min.

Had problems with loading steam's web pages for a while now. This happens in both browser and client. Tried fucking around with DNS things, and the host files are fine.

What to do?

You google "steam error code 118" and read the dozens of webpages that tell you exactly what this is. The content server you're accessing to is unable to process your request due to server load or other connectivity problems within the steam network.
