Now that's a good question to ask, because there's actually quite a few of them. Off the top of my head I recommend a Neptunia background. Those games all have some pretty damn good ones. Clean picture of the girl that doesn't get covered up by the profile, nice pattern in the background, and you can pick your favorite character. For a cheap option I'd also recommend the Millia background from Mabinogi if you just want a sad looking anime girl. If you want something specific, there's a few visual novels that have anime adaptations that are on Steam and have backgrounds. Grisaia comes to mind.
