Can someone help? I can't update windows cause I don't currently have wifi. I have windows 8.1 and I'm trying to install dolphin emulator (from phone) but it asks for visual c++. I tried installing that and this comes up. Help?

If it's only a file I'm missing and I can download it online from my phone that'd be awesome

All right for installing visual c++ you NEED internet :/ you cannot install Visual c++ without it, already try at on my pc without internet or wifi at shcool, it doesn't work

Then again these installers are 13mb in size so I don't think they are actually offline installers.
You could also try installing visual studio 2015 community with a full offline installer, vc++2015 should be included.

Cause it's too much work to screen cap and then send to my phone to post it instead of just shaping the pic on my phone. And I just like snapchat camera better

Same error pops up so I'm guessing it's not fully offline, I'll try the 3rd option
