The problem is that a significant portion of the roster is protected so they almost never lose cleanly or have more or longer title reigns than they should and always look good even if they lose.
For instance, Cena will always either win or have a questionable loss or some kind of thing where he doesn't win, but also doesn't lose. It's why you see so many tag matches, it's because you have a bunch of guys you want to either continue to look good or are being pushed, and one guy to eat the pinfall.

There's a lot of nepotism in WWE, and guys who are inherently good or over with the crowd on their own merit get buried or fed to someone like Cena. Or they end up like Dean Ambrose who is BELOVED by the crowd but his current existence is for the sole purpose of eating pins in Roman's tag matches.
There's a reason that people in NXT don't actually WANT to move up. They either end up in a low-midcard hell like Neville or they end up like Kevin Owens, who was intended to go over Cena, but ended up jobbing to him because after he beat him Cena's merch sales dropped.
Seriously your best bet is to wait for Vince to die so HHH can take over and do things right.
