Every year some finches nest up on an old broken speaker system outside my house and crows come and eat the eggs every year. Shit sucks because they have always gotten around our barriers We've tried wire meshes but the finches can't get in very well and don't stay long. So maybe here is the right place to ask.
I've owned a cockatiel for quite some time and it has always been antisocial. Likely from being kept in the cage for too long.
I feel terrible for not taking it out more often but it freaks out when I put my hands near it. Plus I have cats that will try to attack it so I have to shut them into another room and they really don't like that.
Anyway, I want to start making an effort to tame the bird more and, ideally, have it out of the cage almost all the time in my bedroom.
How exactly would I start getting the bird to trust me? I hope it isn't too late to start.

It shouldn't be too late to start.
To start off with you can stand near the cage or have your hand inside it or just outside it with the door open. Some days it might be comfortable enough to sit there with you there. Other days (and earlier on) it might still 'freak out' in the presence. The name of the game is patience and consistency.
Once it gets acclimated with your hand it should be an easier process after that. Giving it special treats and making it so that you feed them (or even its regular seed diet) with you/your hand nearby will make it more comfortable and build trust. Once it gets more comfortable with you and your hand, just keep making small steps while being patient and consistent.
There might be days where it'll still be scared or it might bite. You can't react negatively to this other than a small punishment to help curb the behavior (treat taken away immediately, etc) but as someone who has owned multiple birds, biting is an inevitability even with one that can trusts you completely.

Start putting little treats tucked away in nooks and crannies in your bird's toys and perches. Should keep it from getting bored and give it something fun to do. You just gotta start making your bird have fun. You can also build it a perch and have it out of the cage a bit. I built a rolling base with a couple of branches nailed together and i just roll it around from room to room for my bird to sit on.

be careful about trying to raise wild baby birds. They could potentially imprint on people and be way worse off. They tend to lack decent homing capabilities and just end up randomly moving around areas looking for the nearest human activity to beg for food from.
I have dealt with three birds like that already, just randomly show up at our house during the summer cause we do the most amount of outside activity in the area. All of them exhibited pretty heavy signs that they were hand fed by people as chicks. One of them was a robin and I managed to teach it over a period of a few days that shifting around dead wet leaves means worms. Saw him less and less often over a period of a few weeks before he finally stopped showing up for good.
The other two were both doves, one ended up drowning in the neighbor's pond after the neighbor accidently droppe an object on it breaking it's wing. The other disappeared suddenly one day. I have a feeling he got adopted by the seasonal folk who come and go out of a near by house, they were VERY loud that day he vanished. Whatever the case, glad he isn't my problem any more, the robin I could train to fend for it self, the doves however are much harder to teach how to forage for seeds.
A crow or raven can be handled similar to the robin if he shows signs of too much human dependancy, but just for future knowledge, it can be bad in the long run. It's best to try your best to get it back to mother.

That's a juvenile Australian Magpie (you can tell by the fluffy feathers on the chest), probably only a year or so old.
