it looks like the cutting arm is using a joint that will allow it to rotate and point different directions, but not translate. so they would make the bottom part move to:
>make sure the piece stays the correct distance away from the cutting head
>make sure the sides of the cut are straight up and down
>make any shape other than just a circle
those are just my guesses. it's hard to tell what exactly is going on from a 3 second gif. i also don't know why they would use a cutting head that couldn't traverse.

Plasma cutting has a fairly predictable kerf angle: the cut is not perfectly vertical all the way through the metal. That cut pattern looked like it took the kerf angle of the cut and made sure it was perpendicular to the material face. This looks much nicer on the finished part.

You realise these both could be hooked up and driven by a single circular motion and power source? And as other anon said, its a lot less strain having a motion constantly go forward rather than needing to break the momentum, bring the blade up, break the momentum again, and push it downward for the cut.
As for the second idea, currently you have two lines if its relevant. Having two separate nodes cutting also reduces strain on the individual parts.

The scan would be so the computer/robot knows the best way to cut the chunk of meat rather than using the same pattern each time when every bit of meat is going to be different.
And no, from what I know this would be a fairly non-standard way of doing this, most places will just use dudes with saws on a production line. The setup cost of that much fancy equipment would be astronomical and you can't really jack up the price of meat too much to compensate. Must be a reason they did it, though. Maybe it's a trial run? You COULD leave it running constantly, 24/7, with only a few maintenance staff to keep it running rather than a full factory of butchers.
