basically the studio that makes the attack on titan anime are being actually good people and want to be true to the source material and thus are waiting to put out the next season until there is enough manga out for them to go a full season without resorting to filler crap.
obviously having good standards like that does not get the bills paid, so they are coming up with their own show that draws heavy inspiration from AoT. instead of a wall you got a HUGE TRAIN. Instead of swords you got guns and steam punkish stuff going on.
So far the show has delivered something that is both derivative yet fresh at the same time in my opinion. I do feel they crammed a bit too much into the first episode, especially at the end with the one character doing something I think shoulda been done at the beginning of the next episode to keep us all in suspense as to the response for how that character is going to react to what happened to him/her.

It really bugs me that people consider it derivative. AoT didn't invent 1/2 of the stuff that people say Kabaneri is copying. The similarities begin and end with humanity living in isolated super-cities, and there being some super-threat that's too deadly to fight conventionally. You could argue steam-tech, but the 3D gear's powered by pressurized air canisters, which are probably packed by steam, but beyond that there's no further ties.
It feels weird to defend the show, as it's not done much to impress me, but at the same time it's like when every sci-fi game was "copying Halo," back in the 2005~2010 years. AoT/Halo popularized a lot of the ideas, but they're concepts and themes that have existed for decades (if not centuries in some cases) before either "original source."
