MediaInfo says that it is only 122 kbps video and 48kbps audio, in addition to being only 17fps (the cartoon itself is low FPS). Lower framerate always requires less video bitrate than higher FPS. In addition, cartoons usually require less bitrate to look good (especially dark ones), and the backgrounds and animations are all fixed frame or simple for an encoding algorithm to predict. It ends up looking much better than a regular live-action video at the same quality settings.
You can see the same kind of qualities (dark, fixed frame, not that much motion) in >>1017047
Since it's live action and 24fps, it demands more bitrate than Lone Digger to appear HQ for the whole song while staying at 4MiB. Fortunately the song is shorter.
My point is you need the right kind of video to get that kind of quality at only ~120kbps video bitrate

To me it really captures what it means to be a child. There is some overflowing creative well we are born with, but cut off from as we grow older (or perhaps as society standardizes our minds). I still remember what it was like. When the every stick could be a sword. When every rock was a mountain to climb. When spreading your arms while running meant you could fly. When clouds were islands drifting through the sky. When the world was full of adventures and monsters and stories and pirates and knights and treasures and dragons.
Why is all of this gone? Why am I seeing just a stick? Why is the notion of the floor being lava silly? Why has the world around me turned to cold sterile marble?

it's a bit more complicated.
video bitrate and file size are two words for the same thing. bitrate (kbps aka Kb/s) * length (s) = file size (Kb)
given 4chan's 4 MiB limit and given we usually want to fit the whole clip, we are operating with a predetermined bitrate: (4096 KiB * 8) / length of video in seconds = total bitrate in kbps
so our options are limited to trying to make the video look good with a given bitrate. this is all about bitrate saturation. the more bitrate a frame gets and the less bitrate a frame requires, the better it will look in the final encode.
optimizing the first part, there is some trickery with properly distributing the given bitrate across the video (by setting constant rate factors, quality floors or two-passing). also, if we lower the amount of frames (lower the frame rate), each frame will get more bitrate (since the kbps are constant and there are fewer fps).
optimizing the second part (the bitrate each frame requires) there is indeed some impact of the frame size (video resolution). if you have 200 kbps to work with you can either encode a perfect 144p or you can encode a horrible 1080p with blocking, tearing and washed-out colors. if we assume 20 fps, that on average would be 20 Kb = 2.5 KB per 1920x1080 frame - it simply can't work out, even with very few key frames.
resolution is definitely not the most important metric, but while optimizing bitrate saturation it does have a noticable impact, especially since the area of the video (number of pixels) goes up by the lengths squared (10x10 = 100 px, 100x100 = 10.000 px you have to saturate).
as the other anon mentioned - you really need a suitable source material to pull off >3min encodes on 4chan that don't look like utter shit.

Sure. These won't be the exact settings I used because it's fallen out of my command history, but should be pretty close. The big differences will be whatever I set as the quality floors and video bitrate.

One thing to note is that you would / should normally put the framlevel denoising (dctdnoiz) before the scaling in the filter chain, but it's faster to operate on a smaller frame. I could get away with it here because most of the areas (depths) colours are different enough not to get hit by it, but it does create a stronger blocking effect (and can murder gradients if n is small, or the specified colour distance is large). After the first pass you'll know the size of your audio stream and be able to correct your initial video bitrate calculation. Source video is from youtube, grabbed with youtube-dl.
