I can't say what name it might be under if you're using an app like Instagram or something, but if you're using a desktop photo editor I believe you can achieve this by messing with the alpha shadier.
However I'm not sure if that's the right name for the setting you want to tweak.

It's the hipster S curve, or something like that.
You can get it by fucking with the curves, or just by desaturating the image and putting a layer with a gray fill over the image at about 10-20% opacity.
It's ez, and it's a great way to make your image seem like a better turd than it really is.
