That has nothing to do with it. A proper player should output the screenshot at the resolution of the video, not the resolution of the screen it's playing on, fullscreen or or not. The only way this guy could possibly be getting such inconsistent image sizes is if he's using some utility to capture an area of his screen, which is literally the worst way to do it. Even "print screen" is a better way to do it.
