I really can't think of any that are retro other than your own submission.
most games in the period are either foreign (and thus generally uncompromised, or even laughably incapable of portraying US politics) simple-plotted (e.g. missile command could be construed as anti-ABM propaganda because you eventually lose anyway, or it could be that it's just good fun), or else wouldn't be necessarily propaganda (e.g. wolfenstein 3D is clearly anti-nazism, but is it really propaganda?)
honestly, most date from post-retro periods:

not intended as such, but it recruited a lot of people, and it's plot about hostile religious zealots struck a chord post 9-11.
