Modify TGC rules slightly so no legendaries. Winner of the tournament becomes champion. Have monotype tournaments. Highest ranking 4 become elite 4. They must all be different types and can have at most one off type on their team.
Take 8 more unique mono teams, each from the 10th, 20th, 30th, 40th, 50th, 60th, 70th and 80th percentiles of performance in the tournament.

Rent out a hotel in hawaii for the elite 4 and champion, including themed rooms. Pay for their accommodations. Have the gym leaders scattered throughout Hawaii.

You must beat the gym leaders in order. Have 5 all expenses paid trips to Hawaii for 4 to battle gym leaders and fight your way up. Otherwise people can still fly over themselves and register for a fee.
Have a constant stream for every member of the pokemon league. Pay for their costumes as well.

The amount of hype that would be generated would be insane. Imagine being 12 and finding out your friend managed to get through the first two members of the elite 4 and has all the badges to prove it.

It would be hard for at least 13 people to act as elite four/leaders during a whole day, challenger after challenger.
Besides, most people have jobs and that sort of stuff and it will take at least a couple of days.
