Lugia and Ho-Oh aren't related to that in any way. Sure, their intro sequences have the sun/moon in the background, but that's just because it's fancy and representative of the day/night mechanic GS introduced. The legendaries themselves have literally zero to do with sun/moon or night/day.
Also, if Heliolisk is there you might as well add every single Grass type and Zygarde (and whatever Pokémon uses the sun for energy) as well. And every Pokémon that evolves with a Sun Stone (not that they have anything specifically to do with the sun either).

Heliolisk, Sunflora, and Solrock are all dead weight. Lunatone applies stealth rock and then explodes, turning Volcarona and Ho-Oh into dead weight as well.
