Her shitty dream means nothing to the viewer if she has to change that drastically. The good thing about Misty was how she stayed the same during the first season, her assertiveness and interactions with the rest of the group made her personality better than Serena's she didn't need any useless dream/goal to become more interesting.

The only thing she was successful at was getting a new bike. Reality check: Pokemon is a kids adventure show, not a serious character drama. It takes place in a world where 10 year olds are sent out into the wild to capture wild animals in balls and use them to fight other animals for pete's sake. Character development isn't something that should be prioritized in a show like this; all it needs to be is a fun adventure, held together by a group of fun, radiant characters, and that's precisely what the original series was. If you're ever going to try and craft a serious drama in the Pokemon world, you're only going to appeal to edgy teenagers who thought the Black & White Games' story was really really good.
Now I'm not trying to put May or Dawn down, but Misty fulfilled the role of a fun, radiant personality in a kids adventure series better than the both of them. She may not have been as accomplished as a trainer, but so what? She had a much more diverse personality that worked through the show's emotional highs and lows beautifully, and much more efficiently than any of the other main girls. I know she got worse in the Johto series, but her Kanto personality still reigns supreme.
If you're going to dismiss her as a "typical tsundere", then all that will confirm is that you haven't watched the series, and that you can't provide an informed opinion on this matter.
