The perfect roster is one that have some representatives of each type and anathomy/body form. Currently in my opinion the roster is incomplete for that reason.
It's possible that I cannot make the perfect roster, but I can suggest potential species (not including Pokemon that are already in Pokken).

I think Scizor is a really great candidate. Not only does it represent Jhoto, but Kanto as well. Jhoto had also introduced the new typing as well, Steel. In generation 6, Scizor is one of the few Pokemon cable of mega evolving.
Froslass
Froslass is one my favorite Pokemon, for it's amazing design, and typing. It's a good choice as she represents Hoenn and Sinnoh. Sinnoh introduced a new evolution stone, the Dawn Stone which is used to evolve Snorunt into Froslass.

Oh sure, Mega Lucario could be its own character, Greninja, Pichu, Squirtle, and Ivysaur and Jigglypuff would be the only other playable characters and would be entirely based off of Smash, Charizard and Mewtwo would have their own slots for their alternate Mega Evolutions, etc.
