There is no rule that someone who roams around battling around the region and not getting badges won't be as strong or strong as someone who gets badges. Alain has faced legendaries and even Elite Fours and Mega Trainers, it would no be unusual for him to be strong. Hell, do you really think a scrub like Shota, who also collects badges, could overpower him?
Badges to Ash are pretty much how he measures the strengths of his Pokemon during his trip around a region. Ash could easily train the fuck out of his Kalos mons for a long time till they all evolved but chose to deliberately pit them against the gym as he comes to them. To Ash that's not empty at all.
