That's how leveling curves work. Higher levels increase in power more slowly, so new players can catch up. That and newer players play more.

Most evolutions are 2x-2.5x the previous cp. Should be pretty obvious if you've evolved more than 4 Pokemon by now. On that not you should be evolving even at low levels as it is a huge exp gain at not star dust cost. Just focus on things that are ultra common and save the candies on rarer species since you never know when you'll find a better one.
Exceptions I've found to this rule of thumb though are magikarps, Eevees, and metapod/kakuna. They usually have higher multipliers for evolution.

It's the CP meter, equals power. The further it gets the better, the maximum value increases with your player level, meaning a higher level player will be able to find or train the same Pokemon species to a higher value than a lower level one. Weights and heights are fucked. Sometimes they change when you evolve from an XL to an XS, sometimes they stay at XL's or whatever weight they are. The fucked it up with heights and weights.
Am I the only one still struggling to get on? East coast US. It came back earlier but has been shoddy since 3 PM. Either I get stuck at 25% as usual or I get in and see my guy on the map but just pokeball spinning eternally. No pokemon come, no pokestop photos load or seem to give me items, and if I click a gym my avatar turns invisible and nothing loads for about 30 seconds before my avatar comes back, but never takes me to the gym.
