I think both situations were devs trying to be funny and failing miserably.
Giving it a second thought, maybe its only purpose was, along with Looker washing ashore and Mr. Bonding's creation, to give a time frame of reference for a future game. Since the game played heavily the alternate universe card, they used those hints so you could trace where in the upcoming games did ORAS fit.
