Protip: Rather than using Wifi scanning and bluetooth scanning, you should be using GPS. It gives the most accurate location and least jumpy. Whereas the Wifi/bluetooth scanning shows my avatar jumping from place to place, GPS shows the avatar actually traveling by its walking and running animation even at speeds you'd be at on the highway. Atleast in my case this is how it is; I've never seen my avatar jump from place to place unless I was switching from mobilr data to wifi or vice versa. Using all three ways for location may be good too, but make sure GPS is on and working.

Might be the move distribution or the fact that Jolteon are pretty useful considering the high amount of Water and Flying types so they have to weaken Jolteon to balance it out.
When i start the app i'm in the ocean, gps-signal is not found and i can't walk or interact with the pokemon near me.
Fake location is off in developer options and location is on high. Also, Google Maps works just fine with the GPS. So the signal is definely here but Pokemon Go doesn't get it somehow.

You can still take it out with an electric move. My 700 CP Jolteon took out a gym with a 500 CP Pidgeot and a 1050 CP Vaporeon. It's moves are T -Shock and Thunder, so it easily swept the gym.
