The feature is a fifth move. The bracelet gem is triggered when you do the pose of a certain type, like the electric pose in the OP pic. This is definitely for unlocking the 5th move, and there's no denying it.

And? Who said they had to be fully evolved to use this new super move mechanic? As I recall, Corocoro said the three starters and Rockruff hold a secret. Its obvious that the gems will be elemental and will work with your specific starter Pokemon. Now its more clearer that the "secret" is Rockruff will also have a super move, and its only in its first stage

I kind of expect the Super Move mechanic is available to all Pokemon, since the moves we saw in the trailer looked extremely generic (like the elemental moves in ORAS contests).
Maybe the starters and Rockruff unlock their respective elements' Super Moves for you? Come to think of it...
