You want to get one that has a CP meter all the way over, and then evolve it. The meter stays proportionate when they evolve.
The issue is, as you level, the max CP you can have raises, so an all the way over ~500CP mon ends up only half way over.

Much like the main games, your "badges" (in this case, levels) determines if you can control strong Pokemon.
As your trainers level increases by gaining XP, the CP cap of your Pokemon does as well. Starting out, a Pokemon with 100 CP might have a full (capped) bar, but eventually, the cap will increase, and 1000 CP Pokemon will be your new max. The actual individual cap on a Pokemon varies from species to species, though; a weedle won't have the same potential as an alakazam.
The best method of getting strong Pokemon teams is, imo, to catch Pokemon that are already nearly full. When a Pokemon evolves, the CP bar stays proportionate: it's just as full, but evolved Pokemon have a higher CP cap, which means a significant jump in numbers. Conserving stardust is extremely important. That's why it's best to catch nearly full Pokemon to power up instead of raising them from scratch. Wild Pokemon with higher CP start appearing as early as level 5. Try to aim for around the 200-500 mark for long term mons. 100 is okay starting out. The most important thing, overall, is how full the meter is.

I only expanded my item storage, but realized it was not necessary since Potions and Revives are low priority to hoard, and smart storage managing will pretty much get you anywhere.
