Both are effective. Walking around can find pokemon spawns for rare mons while farming lures is a good way to boost trainer level. Use incense doing both for about 1 pokemon every 5-10 minutes.

My neighborhood is basically shit for PGO, I always go to the next town over to play. They have this community center/park thats really great. It has 4 or 5 pokestops and two gyms right next to eachother. it has a lake so its good for catching water types. its only 15 minutes away. A lot of my friends live in that town anyway.
