They can catch people because they have jumped too far in an impossible time. According to the people on iosgods, sometimes the soft bans may be removed after a few hours but sometimes they will stick permanently.

Permanent bans should also be bypassable by starting a new account but you'll probably need to read more to do this safely.

i tested to see if i could get hard banned fast and it took an hour of teleporting across ny for it. i just get 'error' and nothing loads. maybe it will be unbanned when i wake up but i doubt it.

I'm playing a bit and i live in the country in Ireland. The only place the pokemon are spawning are right beside my neighbours house, now through tests I'm pretty sure the spawning is linked to the availability of wifi, as this is literally the only place in about a km radius that they spawn. So if you have neighbour with wifi try get close to there house without looking like a creep.
Can anyone else back up my conclusion?
So, if I play on bluestacks using my main account I use on phone too, and travel reasonable distances into the nearest city 4km from where I live, is there any possible way they'll find out and ban me? It looks impossible to me that Nyantic could understand if the device we're playing from uses a fake gps as system gps through lucky pathcer, given we travel the same path we travel daily. (analysing the program directories that are used by a mobile device through data seems a bit like a privacy violation to me, nothing a big company like Nyantic would even consider imo)
