The defender bonus caps at 10 pokemon, but you can keep placing pokemon in gyms even after that, I think I've maybe 30ish gyms right now. One person can have 1 pokemon per gym, Gyms cap at level 10, so max amount of pokemon per gym is 10 (so 1 poke for 10 different people).

you can't create Pokéstops, they're based on where Ingress portals are. And they stopped taking apps for new locations in 2015.
