Source: Wasted my first incense by popping it at home. In the whole 30 minute period I only encountered 1 Ekans, whereas using it in populated areas while moving will guarantee many more.

You have to catch either more Psyducks or Golducks (Golducks give Psyduck candy) to get Psyduck Candy. You get 3 for every capture and then you can then transfer your duplicate ducks to Professor Willow for 1 more candy per duck.
