My guess is the writers were originally intending Dawn/Kenny to be the next Contestshipping but Kenny was disliked even by female fans so they dropped it.

Misty never worked except in the dub. The dub pushed it for some reason, I watched the Japanese season 1 a few years back and there is literally nothing there. They practically hate each other.
Admittedly I don't know if it got better in Orange Islands and Johto. But for example, when Brock joins, Ash and him joke about just dropping Misty altogether. She's a literal tag along, her goal is to show up her sisters and get Ash to pay for her bike so they go together. That's her motivation and it basically never changed as far as I watched.
