We still don't know if Grubbin evolves into Charjabug and Vikavolt yet. The more I think about the more I find it unlikely that it will. True it has the electric connection but that yet there's been no hints them coming from Grubbin. The design scheme feels very different too.

Japan profits greatly from the capture and sale/slaughter of Dolphins. Because of this, Dolphins are rarely depicted in Japanese culture as fun, playful, tangible animals and especially not as cute pets (ie pokemon or in anime). If the public started to care about dolphins, that industry would collapse. This is why we still havent had a dolphin pokemon, despite it being such an obvious opportunity.

I don't think the same can be said for hummingbirds...

This makes no sense. Gamefreak has been consistent in their bugs evolving along natural pathways. The only one that I can think of that comes close to breaking this is Combee, but even that still looks like larvae within the honeycomb.

Going by their record Cutiefly will be a last evolution.

Aquariums in Japan have Dolphin shows though, and they've brought over those assorted American dolphin movies like the one with the prosthetic tail.

Pokemon don't always follow the life cycle though, you have Surskit which is based on a water strider an adult bug but still evolve or Yanma who would be a final stage pokemon if it followed dragonfly life cycle being able to evolve. So it could also be a first stage pokemon.
