Nope, he's just a Dragon King. They're usually the ones with hair covered limbs/tails/heads. He could be the Azure Dragon of the four cardinal directions, but then we'd need a Black Tortoise, White Tiger, and Red Phoenix to go with him.
And also obviously Falcor. But we did get the Forest Spirit from Princess Mononoke last gen, so I can't really complain about GF lifting ideas from pop culture. They've been pretty decent designs.

I personally like it because it's unique, it's got personality, and Normal / Dragon is an interesting type combination with loads of possibilities. Normal types have tons of coverage, and dragons can have fantastic special movepools. If it's an evolution of something I can totally see it get a bit of use, but I'll be happy regardless.
