I think it's because it's a simple, two-stage mono-Poison type without much of a gimmick. Arbok line is literally just a a snake. This is literally just a stylized frog. At least Koffing, Grimes, and Trubbish have a theme to them, Arbok is just... A big cobra.

This Delphox is great. The Greninja has more of a traditional eastern art style, something you'd see in a Japanese tapestry with the swirly clouds. Chestnaught looks like Sandslash/Blastoise as a grass type with a charizard tail element. Ok, but not great.
