Gen 1 didn't say anything as you choose them. We're talking abut gen2 and forwards, and in the original, japanese version his name is Green, not Blue. Red and Green are the original names of the games. They named the main characters and the rival after them. The ENTIRE POINT, of Gen 2, was that it was a direct sequel to Gen 1. The games were literally going to be called "Pocket Monsters 2".
They were also released under the assumption that they would be the final Pokémon games.
