The problem is that if this matches up to Katakana, then there should be a shared "shi" in both names as well. Maybe they're pronounced differently and thus are represented by different letters.
Still, if we hunt down any similarities we can, we can go by how the "shi" is in the first syllable of Clemont's name, but the last in Ash's name.
There is a K at the end of both names, which might be useful, but not right now.
The useful thing here is that there's a Y in the first grouping of letters in the name on the top of the page, aand a Y in the last grouping of letters at the bottom of the page. The letter after the Y in the name at the end didn't look like an R to me when I deciphered it before, and it still doesn't, but we might need to assume it's an R for our purposes.P.S., this is Mewtario. That's my point, at the very least in the west, the recipient's name goes on the top, the sender's name goes on the bottom.
The two names have a common letter in the final grouping of one letters and in the first grouping of the other. The other way around has no shared recognizable letters, so let's pretend that the shared letter(s) is a part of the syllable shi, with LQ being the syllable TO.
The top of the letter would then have shi-to-____, and the bottom of the letter is ___-to-shi. That, to me, puts Ash's name in the sender position, unless Japan or Pokémon rely on bizarro world logic, which is a very real possibility. The important thing here is to decode the letter.
