No, more like pointing out the fact that Rotom can translate everything a pokemon might say due to him himself being a pokemon itself.
Kinda like Meowth. It's not hard to figure it out. Of course, if Meowth were never able to talk to humans, he wouldn't be able to provide for translations himself because he'd find himself in the exact same situation and just constantly meow rather than "talk".
