I like the theory that Pokemon can somewhat control how much damage they do, so a Charmander evo could have a tail burning hot or just warm. Explains how Pikachu's Thunderbolt only seems to affect Ash for a couple seconds while Team Rocket is blown sky-high.
Plus, it opens up a bunch more moves for use in lewds. Now if only more Pokemon could learn Minimize or Double Team...
