Why is it okay for an Elite 4 member to use evil Pokemon, but not a gym leader?
evil pokemon are so good that when a gym leader decides to use them they get promoted to elite 4 right away

A gym leader is a leader. The Elite Four are followers to the champion.
The evil team bosses are leaders who generally have a Dark-type lean to their teams.

I don't think the Japs were really sure what EBIRU meant when they made the Evil type. Surely it's closer to "nasty bad dude" than Satanic "evil".
