the reason for this is his pokedex that he currently is using has no data on koffing prior. dexter was for kanto pokemon as siri is for unova.

What? He's just scanning it. He didn't say "what's that pokemon" or some shit that he does for every new pokemon. The pokedex just gives him new info about the pokemon and is there for the audience. I will never understand the "ash forgets pokemon" meme since it has literally never happened in the original dub.

He didn't scan either when he encountered Jessie and James in the Pokemon Center or the Viridian Forest. Anything following that he gave little fucks to do so and both Pokemon evolved before he could get a chance to get that data.
