you could try getting a high level pokemon in the first slot (lower than the legendary) and using repels in the tall grass. run around in grass a little then leave and re-enter the route. The bird changes routes; so if you have the repel you will only run into the legendary. It might work, no idea how long it will take. It was how I suic back in crystal.
