I haven't played a pokemon game since Ruby/Sapphire but what if the evolutions are different depending on the version you play? these are pretty dark looking pokemon so they could be from the moon version, every game has a new gimmick right? I may not know much, but Game Freak's style doesn't go too far from this either when you look at former pokemon. This isn't exactly Sugimori's style either, but rather something resembling Ohmura's style.
Of course, take it with a grain of salt due to how early this happened, but who knows what might happen. The game's going to release on November too, so it's already been in development for quite some time now.

This is actually A final evo of Popplio, however I can't if it is or not.
These sort of things always come in threes, until you get an in game model, then you'll know if the design was chosen.
Sometimes the design sticks, sometimes it changes. I don't work for Gamefreak or Nintendo however, so I guess take it for what it's worth.
From what I've heard from other video game dev's, final designs usually stay on model with minor changes though

I legitimately did a smile the same as his first time I saw him. Yeah, he might be spooky for some at least, but I tend to look past that and I just see him as this adorable big oaf clown and that seems like a pretty darn nice poke to hang out with in my first Alola playthrough.
