Lots of Pokemon now have little design quirks you only seeing during certain animations or poses since BW, since Pokemon have been getting more and more animated and they're taking advantage of that. Another example is Helioptile and evo's frills. Before XY their frills probably would have always been up in game because there were fewer opportunities before to show their different looks. Same reason Typhlosion always had his fire out in game before.

I've never minded Roothoot's design because I've always assumed that was how its mouth would look if it weren't always open in every picture we had of it and I just knew the drawings were just shit. I think it was a creative if abstract take on a barn owl face but whoever drew the shit didn't convey it very well.
