Because they were remakes of Ruby and Sapphire, not Emerald. The only remakes that included content from the third version were HG/SS; they were the exception to the rule, and that was mostly because it was super easy to program the Suicune etc stuff and just port over Platinum's Battle Frontier as an "upgrade" to Crystal's Battle Tower.

As a Hoennbaby, I'm conflicted. I was completely disappointed with what they did to ORAS and I'd rather them not touch Hoenn ever again. On the other hand I'd love to finally be pandered to after being ridiculed and meme'd on for so many years. But I also dislike them leaving XY evidently unfinished like that. This is probably an unpopular opinion, but my dream scenario would be SM with heavy Hoenn pandering (provided it's done well) and then XY sequel (as a gen 7 game) afterwards.
