No. Just compare Charmander and Snivy for example. Both need to look cute because they're starter Pokemon. but Snivy's eyes take up a huge portion of its head while Charmander's don't. It's an obvious trend to appeal to the fags who like kawaii pokemon.
Growlithe can also be considered cute. Yet it's eyes aren't huge looking like Lillipup's or Zorua's are.

They made its eyes big to mimic the eye patterns on actual caterpillars, they didn't do it for the sake of making it cute, unlike something like Scatterbug where they made it big just to make it look cute. The argument is that newer Pokemon RESEMBLE real animals too much, but the way they're RENDERED is too unlike real animals. Lacking details of fur, claws, feathers, etc. It's the execution that's being criticized.
Again, not a genwunner, my favorite generation is gen 4, but I hate seeing shitty arguments like this going around.
You can even see a similar trend with older pokemon that have been redesigned to fit into the new style. They keep updating how Pikachu looks since it's still the series mascot.
