All this legality talk reminds me when I used to hack in Gen 4. I remember spending hours making pokes, generating their PIDs, making sure everything was in order(correct location, level caught, moves, etc) then I would generate their AR codes to transfer them to my game(didn't had the means to straight up edit my save).
Then 5th gen came and the PID generation was different and you had to do some binary shit on the PID if you wanted the poke's HA appear legal. I would spend a lot of time putting a single poke to the legality checker until it completely passed.

With that said, I've always respected people that didn't want any hacked shit as hacking for me is a personal preference and I would never in good conscience give a gen'ed poke to someone I knew would go to a vgc event.

Another issue that came up when some leaked NuggetBridge IRC logs were made public that had known judges saying that if another player had Pokemon in hacked balls (like Ray RIzzo did) they would've been DQ'd and banned. The only reason why Rizzo wasn't was due to him being butt buddies with the judges staffing the event.
Granted, now things have changed in regards to hack detection and that Rizzo is much more careful with his VGC teams now.

Yes the GTS is the same and balltism is alive and real. I personally really like Love Balls and try to have all the pokemon legally possible I can in them, followed by Dream Balls.
