Misty is a character that's lost in localization because the west has very different standards for what's considered tomboyish. In Japan, energetic girls are considered inherently unfeminine. The entire joke behind the character, in Japan, is that she never shuts up about how dainty and beautiful she is, despite it being obvious to everyone that she's a tomboy. In America, the only real indicator that she's boyish is her temper, so the dub usually had to tone down Misty's rambling about how beautiful she was because the humor behind it didn't translate well.
