Clemont couldn't account for Goodra because he wasn't there for it. He was also still limited by gym leader rules, and you haven't addressed my point about switching. My argument was always that Clemont would have won if he could switch like Ash, since Ash didn't switch back to Goodra until the end, and if Clemont saved Heliolisk he would have cleaned it.
Also, Clemont didn't have a chance to analyze the frill tactic because he was 1HKOd. Pikachu's only equally fast option is Quick Attack, which is not remotely as strong. Iron Tail is both slower and only slightly stronger due to type, which mattered in that fight. He would have had multiple chances to see the opening, and outspeed Pikachu in general, unlike Hawlucha.
