The spawn rates are not lowered by people on the server, don't talk like you know what you're talking about. And drop the trip, no one cares if you're an autist or not and we all know you are from your actions in-game anyways.
Every 2.5min (usually, but our tick rate is a bit slow) the game rolls dice. When it rolls dice, there's a 30% chance to spawn a legendary in a biome that someone is in. It is not tied to people on the server at all.
The reason Strong's alts were lowering everyone's chances was not because the spawn rates were lowered, but because there was an increased chance that a legend would spawn in a biome that he was in, and thus a decreased chance that a legend would spawn in a biome anyone else was in.

Gonna step back here. Download the pack file. All you need to do it click on it wherever it downloaded and it should open the pixelmon launcher. Click the download and play. Once its open then you can go back you can do what I saod above.

Just open the folder you have forge saved in, hover over it, click on it and HOLD THE LEFT MOUSE BUTTON DOWN, move it into the bigass square that says "drag that son of a bitch right here faggot" and then let go.
