I'm sure some of Ash's older Pokemon will never evolv, particularly Bulbasaur, Squirtle, Corphish, Bayleef and Buizel. The writers probably like those pokemon in the forms they're in and won't change them.
The others all have potential to evolve. Quilava, Totodile, Gible, and the BW pokes might all get evo's if they're ever used again.

All of Ashs Unova mons are, I don't know how to phrase it.
It's the biggest mismatch of abilities Ash has been given since the start of his journey. It's like the writers weren't sure what Pokemon to give him so they picked from random and hoped to gain a favorite.
It was like that with Roggenrola, Palitode, Scrafty, and Levanny.
The only Pokemon of his Unova roster he should have gotten was Oshawatt or Snivy, Leavanny, Krookadile, and Unfeazant. The rest just don't mesh with him.
I fucking hate BW. But no, I doubt Bouldre is going to evolve because Gigalith was a pain in the ass to animate I heard.

Looking through the archives of some forums, anyone remember a time where all the girls who came after Misty were called, "Misty replacements?" I notice people don't say that anymore. I think the reason is because Iris and Serena are part of completely new groups, but since Brock was around in AG and DP it felt like only Misty was replaced.

I actually took the time to watch the whole thing from the start. Minus BW which I just couldn't stomach, it took me maybe a year to watch all of it and that's when I did some other stuff on the side. I obviously didn't watch it regularly every day, it was when I felt like it.
It became extremely, extremely tedious and boring during Johto and even into AG. The only thing that kept me going was the knowledge that DP would be good and I was slightly hyped for it.
In the end, I guess it's cool to be able to say I've watched almost every episode of the Pokémon show (though you obviously don't tell anyone who doesn't have any interest in the show themselves) but I wouldn't really say that it's worth it. There's just so many better things to spend your time on. The only good reason one could have to watch everything is to get complete context on the XY anime and understand just why it stands out so much. Also if an old Pokémon makes a cameo, it's cool to know when and how it was captured, how it fared in battle and how its personality was.

No, only watch the OS; specifically Kanto through the Orange Islands and only a select very few episodes of Johto.
That's when the characters actually HAD character, Ash wasn't an insufferable Mary-Sue and the comedy was actually good. Once Shudo started getting BTFO by the company during Johto that's when the anime went downhill and it completely died once best girl Misty left.
