In general it's well written and well paced. But there are some issues, mainly about context (you seem to take things out from your pocket at times), and it lacked to set a general ambient to feel what the characters are feeling at the time at the first third and the end of the tale, but that same ambient is very well crafted through the half of it.
And that Gardevoir was not that important, representing more of an obstacle for your story if you wanted to express a sensual interaction between the other two characters. It would have been better if you had removed it, having Milotic and the Playable Character as the only two characters, to help the reader to feel the ambient you want to convey.
I would have replaced them to convey more of a desperation ambient at the beginning of the tale, emphasizing with a bit more filler how tired and hopeless were the characters then.
But the story sticks together and the "good part" was very good. Keep it up and practice. 6/10

I think a milotic's horn would be the same temperature as its body, and probably generate similar reactions to you touching any other part of it. It's like an extension of its head, its so much more... organic than other pokemon's horns. Like say, a dragonair's. The dragonair's horn isn't blue like the rest of its body/skin, y'know?
