Yes, since Destiny Bond is an egg move that Carvanha/Sharpedo can inherit from a Qwilfish father
If you have XY, you can catch Qwilfish on Route 8.
It learns Destiny Bond at level 83, or you can just use a Heart Scale on it

I have Y. I didn't buy ORAS because I thought there was a Z coming out, and now with Sun & Moon around the corner, it'd be a waste of money.
Also, anyone have a spare Dubious Disk handy? I need to evolve my P2 and can't grind Maison while having to grind WT for pokemiles and trying to hatch a perfect Destiny Bond Sharpedo. Same goes for Flying Gem, I need one for my Hawlucha. I'll give you my shiny Fennekin twins if you have them (would offer something better but don't have much outside of 5IV Dream Ball Bagons, 5IV Prankster Purrloins, 5IV HA Noibats, 5IV Drilbur with the Sandstorm buff abilities, and random Dream Ball pokes).
