Try this format:
4x Pokemon EX (your favorite mon)
4x big basic pokemon
3x support pokemon evo line (like Bronzong with metal links or Vileplume with its item lock ability)
Get a slew of trainer card staples like prof sycamore , ultra ball, professor's letter, and others thatll fit your deck's style.
I think thats a safe way to start. After that you can try experimenting with maining stage 2 pokemon which are slower to set up than EX but are less boring than EX which all end up feeling samey after a while (oooh big pokemon with fancy art and an assload of hp. . . It gets old)

To add on to this, the most expensive card in the format right now is $30, and people rarely run more than 2-3 of it. Almost all cards are below $10 each, and you can get a playset of most staples for a dollar.

Congratulations, you listed every expensive staple in the game. And Computer Search is Expandumb-only, so I'm not sure why you mentioned that or why you're listing it alongside Shaymin.
Sycamores, Ultra Balls, Trainers' Mail, N, Birch, Lysandre, and every other staple you need to play Standard costs literal cents. Then, very few Pokemon ever cost more than $10 a pop, with most under below $5 each.
So, like I said, very rarely will a competitive deck come out to more than $120 when the only money cards are Shaymin and VS Seeker.

I mean, in the mainline games, Gamefreak wants you to be able to use all Pokemon (at least in game); and for the most part you can use any pokemon in-game to success. The single player mode is not meant to be competitive, and this is reflected in how only a small portion of all pokemon are viable competitively in multiplayer.
However, the TGC is only made to be competitive, no? Sure, people collect the cards (as do I), but the original purpose of the cards was to have a competitive metagame be created around them.
So why are really shitty cards made? It's obvious that these cards will never be played...
I'm contrasting with the mainline games because those are created as a single player game first and foremost, with the competitive scene coming from the fans. The cards are created with competition in mind before all else.

Best way to play Mewtwo EX, assuming you mean the Scatter Shot Mewtwo because Photon Wave Mewtwo is garbage, is to run it with its Megas (I run both) and Shrine of Memories. You evolve it, use Shrine of Memories and attack with Damage Change when you're hurt and Psychic Infinity or Vanishing Strike when you're not. There aren't any other Pokemon you'd run with it except Shaymin EX and Hoopa EX.

Legacy is so fucking boring. I want unlimited back - at least it had a lot of decks once you dodged Shiftry, Legacy seems to be nothing but Plasma and Vir/Gen, with the occasional Blastoise.

Check for schedules. You can't just expect to walk in randomly and slap down a card game with strangers, regardless of what it is. Most places have Pokemon League for an hour or three on the weekends.

This might be a stupid question, but what happens when I evolve a pokemon which has less health than its original but the new one would die.
So ex. Nincada has 40 health, say if it has 30 dmage on it and I evolve it to shedninja which has 30max hp, does it die?

Use your thumb to apply pressure on the pack. See which boosters give more resistance. Those usually hold the goods. In the case of mini boosters it can mean reverse holos also.

I dislike the new wheel. Getting 1 token if you land on the same square is shitty. The fact that the other prizes are things like tickets or 50 coins sucks, I'd rather go for 25 coins a match with a chance at 50 than play 10 matches and win 10 coins and a couple tickets.

Another thing I noticed is that some matches just soft-lock after a certain point, which gets really annoying after a few matches.

No one's figured it out. Probably an exploit or serious bug they only noticed after pushing yesterday. Given no one's actually experienced a problem, it's either an issue with gems in Canada (low playerbase, so no reporting of bugs), or something to do with redeeming the Jirachi boxes since that's the only "new" thing.
