I just completed several scatterbug for dittos but several of them did not have any parameters set.

Seconded. But I draw the line when people give away blatantly hacked mons with the OT/IDs of other traders and trade-sniping. The former can get those players banned from sanctioned tournaments and ban them from using online features (GTS, Battle Spot, and Pokemon Bank).
The latter is just a dick move that shouldn't be tolerated by any trading community.
