Actually, I don't know how something like this could've possibly happened in a show that's planned. They must've literally had no guidelines for how the show was to operate between gyms, but even then, who approved of this? Did they just not care as long as it filled space?

That doesn't mean they can't just showcase a Pokémon in an episode without Ash catching it, which is what they do the vast majority of the time. Having Ash catch a Pokémon only to release it in a latter episode just wasted two episodes instead of one.

Punching children isn't a personality. Also, Pikachu, Bulbasaur, Charmander, and Squirtle actually did have personalities. It was just kind of hard to spot them except in that episode where they were lost in an island after the SS Anne shipwreck. Charmander was the timid one, Bulbasaur was the cynical tough guy, and Squirtle was the jerk with a heart of gold. Pikachu was the generic brave guy like Ash, I guess.
